Senate GOP Back Trump's Proposal to Overhaul Obamacare

American senators are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as Republican senators floated a proposal toxic to Democrats: scrapping the Affordable Care Act, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the longest closure of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and SNAP benefits have been delayed for forty-two million Americans.

President's Plan from Florida Resort

As Saturday's session got started, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because people will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Situation

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
